Monessen, PA -- Monessen Police, in cooperation with the Westmoreland County District Attorney's Office, charged a couple accused of subjecting children to live in deplorable conditions.
Officers charged Jerimiah Roberts and Felicia Dugan were both charged with endangering the welfare of children, a felony.
Monessen Police were called to a residence on Park Manor for a welfare check of two small children on June 10, 2024.
Officers responded and spoke to a male at the door, later identified as Roberts, and inquired about the children.
Roberts told police the children were at a relative's house and their mother, Dugan, was sleeping on the couch.
Police made contact with Dugan and were led to where the children were sleeping, in an upstairs bedroom.
Officers saw two young children, approximately two years old, sleeping on a bed surrounded by feces, food stuck to the floor, flies and fleas throughout the bedroom.
It appeared the children had bite marks on their bodies and faces and appeared dirty.
A witness told police that Dugan frequently locks the children in the bedroom to keep them from roaming the residence.
Both Roberts and Dugan were arraigned and lodged in the Westmoreland County Prison.
